Gateway Cities Education Agenda - Career Academies Planning Grant Program (New Grant Awards)

Purpose: The goal of Governor Patrick's Gateway Cities Education Agenda is to close the persistent achievement and attainment gaps that disproportionately affect students in the Commonwealth's Gateway Cities. The purpose of the Gateway Cities Education Agenda - Career Academies Planning Grant Program is to provide high school students with information about career pathways and opportunities earlier in their academic careers, and also provide engaging and integrated instruction through experiential and work-based learning opportunities. In addition, this grant program is one component of a statewide and comprehensive college and career readiness agenda to ensure that all of our students have the essential competencies that they need to successfully pursue postsecondary educational and career opportunities.

This grant program is open to eligible applicants in Gateway Cities that did not receive grant funding in FY 2013.

Grant applicants will submit proposals to engage in planning activities during the 2013 - 2014 school year that will culminate in the operation of Career Academies by September 2014. These Academies will provide students with greater opportunities for early career exploration, offer more motivating educational experiences through applied learning opportunities both in and out of the classroom, and create multiple and seamless pathways to postsecondary educational and employment opportunities.

Grant recipients will:
  • Establish Career Academy planning teams comprised of key stakeholders (including, among others, district administrators, principals, teachers, students, parents and family members, and local/regional employers and industry partners) who will work together to successfully establish and operate Career Academies by September 2014; and
     
  • Design Career Academies that offer individualized, supportive, and respectful learning environments to all students; ongoing academic and career mentoring; industry-specific curricula; work-based learning opportunities; and opportunities to establish strong relationships with local and regional employers, industry representatives, and business professionals.
Grant recipients may establish Career Academies by fully converting existing high schools and providing career-specific curricula and work-based learning opportunities for all students enrolled in the school, or they can establish Academies that will provide targeted services within the context of larger comprehensive high schools.

Grant recipients will also establish Education and Industry Coordinating Councils (EICCs) that are co-chaired by the public school district superintendent and the chair of the local Workforce Investment Board and include representatives from district high schools and charter schools, public and private institutions of higher education, industry partners, and local/regional employers. Among other responsibilities, the EICCs will create robust job-embedded learning opportunities such as internships and externships for students enrolled in the Career Academies.
Priorities: Priority will be given to applicants that will establish Career Academies with at least 50% of students identified as "at risk" based on the Early Warning Indicator Index of the Massachusetts Department of Elementary and Secondary Education, or to applicants that secure matching public or private contributions equal to 20% of the grant award (contributions can include funding, equipment, or services such as the provision of paid internships and externships).

Eligibility: Grant applicants must be located in or primarily serving a Gateway City, a municipality defined in the Massachusetts General Laws, Chapter 23A, Section 3A.

This grant program is open to eligible applicants in Gateway Cities that did not receive grant funding in FY 2013.

Eligible applicants are as follows: public school districts; charter schools; non-profit education management organizations; local Workforce Investment Boards; local industries, businesses, and employers; educational collaboratives; public and private institutions of higher education; non-profit community-based organizations or business and corporate entities; other non-profit entities; and consortia of these groups. If the lead applicant for a proposal is not the public school district or a charter school within a Gateway City, this applicant must secure the support and active participation of either or both of these entities (if applicable) to establish a Career Academy.
Funding: Approximately $125,000 is available. Grant recipients will be awarded up to $25,000 to engage in planning activities to establish a Career Academy and also to establish an EICC. The number of grants awarded and the total amount per grant will depend on the quantity and quality of the proposals submitted.

Grant applicants are strongly encouraged to work collaboratively with multiple partners within their respective Gateway Cities.
Fund Use: Grant funding must be used to support planning activities related to the establishment of a Career Academy and the creation and operation of an EICC. All expenditures must be consistent with applicable state requirements.

Examples of allowable expenditures include but are not limited to: 1) stipends for educators and administrators; 2) reimbursements for substitute teachers; 3) services provided by consultants with expertise in establishing and operating Career Academies; and 4) the acquisition of curricular and other materials or educational and instructional software necessary to design the Career Academies.

Unallowable expenditures are as follows: 1) capital expenses; 2) purchase of computer hardware; and 3) out-of-state travel expenses with the exception of expenses related to mandatory attendance at a national conference about establishing Career Academies in July 2014 (additional information about this event will be provided to grant recipients).

Due Date For Required Statement of Interest:5:00 p.m. on Friday, September 13, 2013

A non-binding Statement of Interest must be submitted by the mayor (or the equivalent head of municipal government if there is not a mayor) and public school district superintendent on behalf of the eligible applicant(s) in a Gateway City. This one-page letter must identify the target population(s) for the proposed Career Academy; describe the capacity of the applicant(s) to collaborate effectively with the local Workforce Investment Board and other local/regional partners; and include the name(s) and contact information (title, telephone number, and e-mail address) for the primary individual(s) who can be contacted regarding this grant program.

An electronic copy of the Statement of Interest must be sent by e-mail to Saeyun Lee, saeyun.lee@state.ma.us by the time and date specified. An original copy, postmarked no later than the due date, must be mailed to Saeyun Lee at the EOE, One Ashburton Place, Suite 1403, Boston, MA, 02108.

Additional Information: Grant recipients must ensure transparency and accountability and also report publicly on the expenditure of funding. Recipients must submit progress reports by February 1, 2014 and June 1, 2014, and submit a final report by September 30, 2014. All reports must include detailed information about programmatic activities and expenditures related to the grant awards.
