Quality Enhancements in After-School and Out-of-School Time (ASOST-Q) - Continuation
Fund Code: 530-A

Purpose: The goal of this state-funded grant program is to enhance out-of-school time (OST)* programs and services to improve the academic, physical, social, and emotional wellness of public and non-public school-age youth during the school year and the summer months.

The grant program's theory of action is that if after-school and out-of-school time programs improve their efforts in the following areas: comprehensive academic/non-academic services, partnerships, serving special populations, family involvement, highly qualified staff, and evaluation systems, then the goal stated above will be achieved.

*OST refers to after-school and out-of-school time programming (including vacations, weekends, before-school, and summer).
Priorities: The mission of the Massachusetts Department of Elementary and Secondary Education (Department) is to strengthen the Commonwealth's public education system so that every student is prepared to succeed in postsecondary education, compete in the global economy, and understand the rights and responsibilities of American citizens, and in so doing, to close all proficiency gaps.

The state's grant programs serve to strengthen school and district capacity by supporting implementation of the Download PDF document Download MS WORD document   Department's District Standards and Indicators and the Department's Priorities for increasing student performance.

This grant program is also intended to support (where applicable) the five Department Priorities that have been identified for increasing student performance statewide. These priorities include: preparing students for college and career; strengthening curriculum and instruction; improving educator effectiveness; turning around our lowest performing schools; and using data effectively to support student achievement.

Applicants for this grant opportunity should be deliberate and intentional in the use of grant funds to support the District Standards and the Department's Priorities. In particular, this grant program may support implementation of the following District Standards: Curriculum and Instruction (aligned, consistently delivered, and continuously improving curriculum, sufficient instructional time), Assessment, Human Resources and Professional Development (professional development), and Student Support.

In order to achieve the goal stated in the Purpose section above, priorities for this grant are to improve the quality of OST programs and services by:
  • Implementing activities that enhance one or more of the quality criteria areas referenced above in the Purpose section. (For more details, see Attachment A - Guidelines for Quality Enhancements in After-School and Out-of-School Time - in the Additional Information section below). These criteria provide a framework for balanced, quality programming that supports the academic, physical, social, and emotional development of participants.
  • Addressing barriers to student participation, including but not limited to: providing transportation, implementing/enhancing outreach activities, and/or providing program services for particular age groups (K-12) that are not currently being served.
  • Enhancing/expanding quality summer programming to ensure a continuum of programs and services to help to stem summer learning loss and increase summer learning.
  • Providing regional and statewide opportunities for networking, training, and technical assistance to support quality enhancements in programs.
Eligibility: Eligible applicants are those that were awarded competitive funding through this grant program for fiscal year 2012-2013 (FY13). (FY13 Fund Code 530 Grantees)
Funding: Category A Grantees - Quality Enhancements in After-School and Out-of-School Time (ASOST-Q): Applicants may apply for up to the amount which they were originally awarded in FY13, provided they can demonstrate having the required minimum of 20% matching funds (in-kind and/or cash) to support the OST program being enhanced.

Category B Grantees - Regional or Statewide Networking, Training, and Technical Assistance: Applicants may apply for up to $10,000 to support networking, training, and technical assistance activities related to the quality enhancement criteria.

Pending funding appropriation, up to approximately $1,410,000 will be available to support these FY14 Quality Enhancements in After-School and Out-of-School Time Continuation Grants (in both Categories).
Fund Use: Funds may be used to support activities that enhance programs and services as outlined in this RFP and the Guidelines for Quality Enhancements in After-School and Out-of-School Time (see Additional Information). Enhancement activities to comprehensive academic and non-academic programming supported by these funds may include, but are not limited to:
  • Academic tutoring and homework centers where content is linked to and based on the Massachusetts Curriculum Frameworks;
  • Programs that improve the health of students, including physical activities, athletics, nutrition and health education, and exercise;
  • Art, theater, and music programs developed in collaboration with the Massachusetts Cultural Council, local cultural councils, or cultural organizations in the Commonwealth funded by the Massachusetts Cultural Council;
  • Enrichment activities not otherwise provided during the school day;
  • Advanced study for the gifted and talented; and
  • Service-learning or community service programs.
Budget expenditures may include, but are not limited to the following:
  • Staff and coordinator salaries;
  • Professional development activities;
  • Stipends for professionals and students involved in the delivery of services;
  • Activities to promote family engagement;
  • Additional costs associated with serving students with disabilities and/or students who are English language learners;*
  • Program materials and supplies; and
  • Transportation. (Please note: vehicles may not be purchased with these funds.)
Notes on fund use:
  • Funds must supplement existing programming and should not supplant existing costs;
  • Funds from this grant may not be used to support tuition for individual participants;
  • Not more that 15% of total funds requested may be used to support program administrative costs (e.g., program director, bookkeeping, secretarial, etc.);
  • Indirect costs are not allowable; and
  • In Category A, funds requests must be clearly linked to proposed program enhancement activities.
*Expenditures for serving students with disabilities and/or ELL students may include additional staff and specialized training/technical assistance.

*Note: The Budget and Budget Narrative Workbook is a Microsoft Excel file which includes macros that enable the workbook to compute totals and summary tables.
