||The goal of this state-funded grant program is to enhance after-school and out-of-school time programs and services to improve the academic, physical, social, and emotional wellness of public and non-public school-age youth during the school year and the summer months.
The grant program's theory of action is that if after-school and out-of-school time programs improve their efforts in the following areas: comprehensive academic/non-academic services, partnerships, serving special populations, family involvement, highly qualified staff, and evaluation systems, then the goal above will be achieved.
In particular, this grant will support partnerships in the development and implementation of science, technology, engineering, and math (STEM) Service-Learning (SL) curricula related to Ecosystems.
||The mission of the Massachusetts Department of Elementary and Secondary Education (Department) is to strengthen the Commonwealth's public education system so that every student is prepared to succeed in postsecondary education, compete in the global economy, and understand the rights and responsibilities of American citizens, and in so doing, to close all proficiency gaps.
The state's grant programs serve to strengthen school and district capacity by supporting implementation of the Department's District Standards and Indicators and the Department's Priorities for increasing student performance.
More specifically, priorities for this grant are to improve the quality of OST* programs and services by:
- This grant program is intended to support (where applicable) the five Department Priorities that have been identified for increasing student performance statewide. These priorities include: preparing students for college and career; strengthening curriculum and instruction; improving educator effectiveness; turning around our lowest performing schools; and using data effectively to support student achievement.
- This grant program supports implementation of the following District Standards: Curriculum and Instruction (aligned, consistently delivered and continuously improving curriculum, sufficient instructional time), Assessment, Human Resources and Professional Development (professional development), and Student Support.
Funded applicants and their partners will receive professional development and training from and work with the Department to develop STEM-SL curricula to be implemented during an existing summer program.
- Support OST staff to better understand new Science standards related to Ecosystems (grades K-5 and 6-8). (Please reference the National Research Council's Framework for K-12 Science Education and the Next Generation Science Standards.)
- Help OST staff better understand how students learn these concepts.
- Develop related high-quality summer STEM-SL projects that will help to decrease summer learning loss and increase students' understanding of concepts related to Ecosystems.
*OST refers to after-school and out-of-school time programming (including vacations, weekends, before-school, and summer).
||Community-based organizations with demonstrated expertise and experience developing STEM curricula and training educators to implement STEM curricula with youth, particularly in the area of Ecosystems (K-5 and/or 6-8). Eligible organizations may include, but are not limited to: museums, institutions of higher education, etc. Priority will be given to organizations that also have expertise and experience in understanding and working with schools and OST programs.
Eligible applicants must apply in partnership with at least two existing summer OST programs (at least one of which is run by a public school).
Note: FY2013 Fund Code 530 Grantees are not eligible to apply as either a lead or a partner.
||Applicants may apply for up to $50,000 per applicant (to cover school year plus summer costs), of which $6,250 must be budgeted for the required Department-sponsored PD ($5,100 school year; $1,150 summer).
Pending funding appropriation, up to approximately $200,000 will be available to support these fiscal year 2013-2014 (FY2014) Quality Enhancements in After-School and Out-of-School Time (ASOST-Q) Competitive Grants.
||Funds must be used to support costs associated with planning and implementing a STEM-SL summer program for students in grades K-8, including but not limited to the following:
IMPORTANT notes on fund use:
- Staff and coordinator salaries;
- Professional development (PD) activities that meet Massachusetts Standards for PD;
- Stipends for professionals and students** involved in the delivery of services;
- Activities to promote family engagement;
- Additional costs associated with serving students with disabilities and/or students who are English language learners (ELL);***
- Program materials and supplies; and
- Transportation. (Please note: vehicles may not be purchased with these funds.)
**Students may not be paid for participating in the program.
- All applicants must budget $6,250 in the grant request to support PD provided by the Department and its partners. These funds will support the following (specific dates are still be confirmed and will be sent to all grantees):
The required $6,250 is pre-populated under Contractual Services (Line 5) in the budget pages for this grant. Please do not remove or change the amounts - awarded grantees will pay these funds directly to KIDS Consortium. Applicants may add additional items to Line 5 as appropriate.
- Fall: 2-day STEM-SL Kickoff Session (required)
- Winter: 1-day Planning Session
- Spring: Follow-up Session- Funded applicants will receive one site visit to support program planning at each proposed OST site (up to 1/2 day per site).
- Summer (August): 1-day Reflective Practice / Documentation Session (required)
Please be sure to budget additional funds, as needed, to support other costs, associated with this required professional development (e.g. stipends for planning, substitutes, travel, etc).
- Students participating in the STEM-SL summer program must engage in this project for a minimum of 4 weeks and a total of at least 25 hours. This program can be implemented as a component of an existing summer program. Note: Though a minimum time requirement for the project is outlined, programs are encouraged to dedicate additional time as is warranted/appropriate.
- Funds from this grant may not be used to support tuition for individual participants; funds must be allocated to specific costs related to STEM-SL program.
- Not more that 15% of total funds requested may be used to support program administrative costs (e.g., program director, bookkeeping, secretarial, etc.).
- Indirect costs may not be charged to this grant.
***Expenditures for serving students with disabilities and/or ELL students may include additional staff and specialized training/technical assistance.

*Note: The Budget and Budget Narrative Workbook is a Microsoft Excel file which includes macros that enable the workbook to compute totals and summary tables.

- Intent to Apply: The Department requests that applicants use an online form to indicate intent to apply for funds under this grant program, to assist Department staff with planning. The online form requests the following information: name of applicant organization, names of partner sites, grade-levels to be served. Please submit the intent to apply no later than Friday, August 9, 2013.
