As part of the Center for Curriculum and Instruction, the Office of Literacy supports school districts and schools in implementing research-based methods of literacy instruction. The mission of the Office of Literacy is to add value to the efforts of all of Massachusetts's districts and schools to help all students become proficient readers, writers, and communicators. The Office of Literacy's projects are designed to improve educator knowledge and capacity to deliver high quality instruction. By providing literacy leadership and guidance on standards-based curriculum and research-informed literacy practices, the Office of Literacy contributes to the efforts of local districts and schools to ensure that students graduate from high school ready for the rigor of postsecondary education and 21st century careers.

In 2009-2010, the Office of Literacy is managing the Literacy Professional Development Partnerships, K-12 and the Massachusetts Middle and High School Reading Initiative grant programs. An important goal for the 2009-2010 school year is to expand the Department's involvement with external partners to support the Department's literacy professional development goals and assist in disseminating information on best literacy practices throughout the Commonwealth.

The Office of Literacy currently includes the director, the statewide manager and regional manager of the literacy specialists' network, two education specialists for early and adolescent literacy who support grant management and coordination of the Office of Literacy's initiatives, and five literacy specialists in addition to the regional manager who provide regional and district and school-based professional development across the Commonwealth, and a program coordinator.
