Throughout this document, the abbreviation "HQ" signifies "Highly Qualified", and "HQT", "Highly Qualified teacher".

This document is partitioned into the following subtopics - HQ subjects, Reporting & Classifying HQT, Subject Matter Competency, HQT and Licensure, HOUSSE, Special Education (SPED), and English as a Second Language (ESL).

*Note: federal NCLB legislation defines Highly Qualified with respect to a teacher being competent in subject matter competency, and does not address the consideration that a teacher is "highly effective".
