Notice of Public Comments for Amendments to 603 CMR 4.00

Pursuant to its authority under M.G.L. c. 69, §§ 1B and 1F, and c. 74, § 2, and in accordance with the Administrative Procedure Act, M.G.L. c.30A, § 3, the Massachusetts Board of Elementary and Secondary Education is soliciting public comment on proposed amendments to 603 CMR 4.00, Vocational Technical Education Regulations. The proposed amendments do the following:
  1. Revise the admissions process to:
    • require schools to admit qualified resident students before admitting non-resident students;
    • allow students to enroll in an out of district exploratory program only if their resident district does not have an exploratory program;
    • establish criteria for the admission of non-resident students;
    • require school districts that are members of a regional vocational school to provide the regional school district with the names and addresses of 8th grade students.
  2. Amend the non-resident tuition rates to reflect actual costs.
  3. Provide for a provisional approval process for new vocational technical programs.
  4. Add a new vocational program cluster: Legal and Protective Services.
