Open & Competitive RFP FC 359/686 Integrated Education & Training/Bidders' Conference Registration

Dear Applicant: I am pleased to issue the Department's FY 2016 Integrated Education and Training (IET) and Integrated English Literacy and Civics Education (IEL/CE) Request for Proposals (RFP). The Department is seeking proposals to pilot projects using models that combine educational supports in a skills training program. Integrated Education and Training models are ones that provide adult education activities concurrently and contextually with workforce preparation and activities and workforce training for a specific occupation or occupational cluster that lead to employment in high-demand industries. The recommended industries for this RFP are advanced manufacturing, health care, and STEM. Priority will be given to Adult Basic Education (ABE) programs that partner with one or more employers with identified workforce needs and/or a postsecondary education program or training provider. In addition, priority will be given to applicants who collaborate with a school that has a Chapter 74 Career/Vocational Technical Education program for the training component of the program. Additional partners allowed are other ABE programs, One-Stop Career Centers, Local Workforce Investment Boards, Regional Employment Boards, and other community partners. Only currently-funded Massachusetts ABE programs are eligible to submit proposals for this RFP. Funding levels are subject to performance and the approval of state and federal appropriations. Programs will be notified of any changes in funding levels. The Department anticipates awarding 4–6 grants (up to four (4) IET and up to four (4) IEL/CE) as a result of this RFP.
