Special Education Financial Reviews

The Massachusetts Department of Elementary and Secondary Education (ESE) Special Education Planning and Policy Development Office and the Audit & Compliance Office have recently implemented a program to review districts for compliance under Special Education Administrative Advisory SPED 2016-2: Requirements related to Maintenance of Effort (SPED Advisory 2016-2) and other selected special education fiscal requirements under the Individuals with Disabilities Education Act-2004 (IDEA-2004) specifically calculations for Excess Costs, and if applicable, calculations for Proportionate Share and Coordinated Early Intervening Services. Please note that these are reviews and not audits. These are being done in a limited manner to review procedures and documentation of the four areas identified above. The reviews will consist of a 1-3 day on-site visit to examine information to ensure that a district is in compliance with these Special Education calculation and spending requirements. The final results of these reviews will be a report to the District sharing any observations that we may have.
