Notice of Intent to Apply for a Waiver of Certain Title I Section 1003(g) School Improvement Grant Requirements and Opportunity for Comment

In May 2016 the Massachusetts Department of Elementary and Secondary Education (ESE) will submit a new application for federal School Improvement Grant (SIG) Federal Year 2015 and Federal Year 2016 funds to serve the Commonwealth's persistently lowest achieving schools. As part of that application, ESE has the opportunity to request a waiver of certain Title I Section 1003(g) requirements that relate to the use of SIG funds. Information regarding the SIG program is available via the U.S. Department of Education's website. This notice is to provide you with the opportunity to review and comment on ESE's waiver request, which will be submitted as part of an application for federal SIG funds. Period of Availability Waiver: To Extend Availability Period for Federal Fiscal Year 2015 School Improvement Grant Funds Through September 2021 and Extend Availability Period for Federal Fiscal Year 2016 School Improvement Grant Funds Through September 2022 Summary: ESE intends to request a waiver from the U.S. Department of Education to extend the period of availability for the state's federal fiscal year 2015 and 2016 School Improvement Grant (SIG) funds authorized under Section 1003(g) of the Elementary and Secondary Education Act. If granted, the waiver will allow the state to use approximately $7.7M in FFY2015 SIG funds through September 30, 2021 and approximately $6.6M in FFY 2016 SIG funds through September 30, 2022 to support low-performing schools that successfully apply for School Redesign Grants. The current period of availability for FFY2015 funds ends on September 30, 2017 and on September 30, 2018 for FFY2016 funds. This waiver will allow Massachusetts to issue 5-year grant awards to successful SIG applicants, in accordance with recently adopted federal rules that extend the period of school-level SIG funding from three years to five years. Comments may be submitted via email to srg@doe.mass.edu. Your comments, if any, must be received by the Department no later than April 22, 2016.
