FY16 "Regular" Circuit Breaker Claim Training Announcement

To:Superintendents, Charter School Leaders and Special Education Directors, School Business Officials
From:Jay Sullivan, Executive Director, School Finance and District Support
Date:April 15, 2016

This memorandum announces our annual spring Circuit Breaker training schedule. We provide these trainings to assist districts as they prepare to claim FY16 Special Education costs for reimbursement. Individual district files will be ready for download in the SPED File Exchange area of the Department's Security Portal in the middle of May. We are often asked "Since I have been to circuit breaker trainings in the past, should I attend this year's training?" Well, I strongly suggest that you consider attending for the following reasons:
  • The Circuit Breaker claim file is a complicated workbook that local staff deals with only once a year. It is important to review and understand the mechanics of the file.
  • This will be an opportunity for local staff to hear the audit issues we have encountered and we'll review common in-district and out-of-district errors and how you can avoid them.
  • We will discuss the classification of providers on in-district claims.
  • We will also review the documentation requirements and provide "Best Practices" guidelines to help you organize and maintain your Circuit Breaker files.
  • During our Extraordinary Relief trainings, attendees asked if they were required to attend our regular trainings. Those that attended our relief training may find these trainings to be redundant.
Trainings are set at the following locations. Each training session will last approximately 3½hours. Please arrive 15 minutes early for registration. Trainings will commence promptly at the designated times listed.
