FY17 Carryover of Title III FY16 Funds Information and Application

To:Superintendents, Charter School Leaders and Leaders of Consortia Lead Agencies that received Title III Funds for FY2016
From:Paul Aguiar, Assistant Director, Office of English Language Acquisition and Achievement
Melanie Manares, Title III Coordinator, Office of English Language Acquisition and Achievement
Date:September 26, 2016

The Elementary and Secondary Education Act (ESEA) allows Local Educational Agencies (LEAs) that do not fully expend all of their Title III entitlement funds within the fiscal year in which they are awarded to carryover the unexpended funding into the following fiscal year. While ESEA provides this option to districts, LEAs are strongly encouraged to use all Title III funding toward the program priorities for which grants were approved, within the grant period for which they were first awarded. (The grant period as stated in the initial RFP is 9/01/2015 to 8/31/2016.) The procedure which LEAs that anticipate having carry-over of FY2016 Title III entitlement funds that are unexpended and unobligated as of August 31, 2016 is as follows:
  1. Complete the on-line Final Financial Report Form (FR-1) via the Grants Management Payment Center website by October 30, 2016 (sixty days from the end of the grant period). The on-line FR-1 must be submitted by the district's designated "Control User". All pages of the FR-1 must be completed by appropriate district staff.

  2. Mail a signed copy of the FR-1 and a check for any unexpended FY2016 funds, made payable to The Commonwealth of Massachusetts, to:

    Grants Management
Department of Elementary and Secondary Education (ESE)
    75 Pleasant Street
    Malden, MA 02148

  3. Upload the entire completed Carryover Grant Application, "2017 RFP FY2016 Carryover FC: 180", and/or "2017 RFP FY2016 Carryover FC: 186", located below, and a scanned pdf of the Cover Sheet with the signature of the Superintendent/Executive Director to the Title III Grants and Amendments Drop Box in the Security Portal. No later than Friday, December 2, 2016.

  4. If an LEA does not apply for a Carryover Grant by December 2, 2016, the funds returned by the LEA to ESE are no longer considered as allocated to the particular LEA that returned the funds. Pursuant to Section 3114(c) of the ESEA, when Title III funds allocated to an eligible entity (LEA) under that section are not, or will not be used by the grantee for the purpose for which the allocation was made, ESE will reallocate the funds to other eligible entities in the state that ESE determines will use the money for Title III purposes.

Please note that:
  • The FY 2016 funds that are extended into FY 2017 will be treated as a separate FY 2016 Title III Carryover Grant; funds under these Carryover Grants must be expended by August 31, 2017.
  • Carryover Grants are subject to all requirements of Title III.
Questions regarding the extension of Title III funds may be directed to Melanie Manares, Title III Coordinator, 781-338-3573 or mmanares@doe.mass.edu, or Beth O'Connell, Title III Specialist, 781-338-3571, or eoconnell@doe.mass.edu.
