Measurable Skills Gain (MSG) Standards

Dear Program Directors:

As many of you know, ACLS recently completed one standard — the Measurable Skills Gain (MSG) standard — in its Performance Accountability Framework. Early on in the process, ACLS elicited input from the field in the form of a task force made up of five ABE directors, and since then ACLS's performance accountability team has worked internally on completing the standard. This is the first of a set of state standards that ACLS will create. This standard is described in detail below.

The Measurable Skills Gain (MSG) standard is a measurement of the educational outcomes made by students in at least one of the following: Educational Functioning Level (EFL) completion, High School Equivalency (HSE) credential obtainment, or Postsecondary Education and Training (PSE/T) enrollment after exit. Each fiscal year, after all pre-testing is completed, programs will be assigned a target by ACLS based on: (1) the number of students who pre-test into each of the program's National Reporting System (NRS) levels, and (2) (based on five years of statewide historical data), the difficulty of attaining each of the three outcomes in the MSG standard. (Note: Programs will get partial credit (i.e., .1) for each additional outcome earned beyond the initial MSG.)

Initial MSGs could be any of the following:

  • One Educational Functioning Level (EFL) completion in the student's primary assessment area
  • High School Equivalency (HSE) credential attainment
  • Postsecondary Education and Training (PSE/T) enrollment after exit

Partial credit would be given, and factored into the program's target completion rate for any of the following if one of the above is attained:

  • One Educational Functioning Level (EFL) completion in the student's primary assessment area
  • More than one EFL completion in the student's primary assessment area
  • One EFL completion in the student's non-primary assessment area
  • More than one EFL completion in the student's non-primary assessment area
  • High School Equivalency (HSE) credential attainment
  • Postsecondary Education and Training (PSE/T) enrollment after exit

If none of outcomes in the initial MSG list is attained by a student, but the student completes an EFL in his/her non-primary assessment area only, then the program would get .1 credit for this outcome.

After FY18, ACLS will add employment standards to the performance accountability framework based on data gathered in FY17 and FY18 and aligned with the WIOA federal employment measures.
