Changes in Reporting for Chapter 74 Postsecondary/Postgraduate Students

To:Superintendents, Principals and CTE Coordinators
From:Keith Westrich, Associate Commissioner
Date:October 18, 2018

As you know, every fall, The Department of Elementary and Secondary Education (DESE) collects data for the Chapter 74 Vocational Technical Education Postsecondary and Postgraduate Report from districts/schools. (These include the number of postsecondary and postgraduate students participating in Chapter 74 programs in secondary schools.)

The current data collection protocol has not kept pace with other changes in data collection for secondary schools. Starting this fall, we will initiate changes in the collection of student data in an effort to streamline processes, reduce unnecessary complexity, and eliminate data entry that is not relevant. DESE's overarching goal is to introduce minimal changes this year, while laying a foundation for more substantial changes next year to include the identification of individual student participation in these programs.

As always, we aim to work closely with district/schools while DESE makes these changes. If you have any feedback, request or concerns regarding changes this year, please contact Lisa Sandler at lsandler@doe.mass.edu or 781-38-3956 and she will work with you during this transition.

Thanks again for all you do to support students as they prepare for navigating economically viable career pathways in a 21st century economy.
