 NCLB allows districts that have received, but not fully expended, Title IIA funds in one fiscal year to extend the unexpended funding into the following fiscal year. While the U.S. Department of Education provides this option to districts, you are strongly encouraged to use all Title IIA funding toward the program priorities for which you have been approved within the year they are first granted. The procedure for districts having any FY07 Title IIA funds that are unexpended and unobligated as of August 31, 2007 is as follows: Submit an End of Year Financial Report Form (FR-1) and check for the unexpended FY07 amount to Grants Management at the Department no later than October 31, 2007. If requesting the extension of Title IIA funds, please email Simone Lynch at TitleIIAGrants@doe.mass.edu. You will receive via e-mail a Carryover Grant Application for completion. Please complete the Cover Sheet, Justification Sheet, Budget Pages, Budget Narrative and Schedule A (if applicable). Please note that on the Justification Sheet, districts must explain why the funds were not expended during FY07. There should be justifiable reasons why the funds were not expended. E-mail the completed Carryover Grant Application to TitleIIAGrants@doe.mass.edu. Mail two (2) copies of the cover sheet each with an original signature of the Superintendent/Executive Director to: Simone Lynch MA Department of Education 350 Main Street Malden, MA 02148-5023
Complete steps 4 and 5, listed above, by Friday, November 30, 2007. Please note that the FY 2007 funds that are extended into FY08 will be treated as a separate FY 2008 grant and those funds must be expended by August 31, 2008.
