FY 2009 Performance Standards

Dear Program Directors,

I am writing to notify you that for FY09, each of the six Performance Standards for Community Adult Learning Centers (fund codes 340, 345, and 359) will remain the same as in FY08.

Your commitment to continuously improving your programs is reflected in the FY08 performance outcomes. The data reveal the following highlights:

  • Average attended hours increased from 127 hours in FY06 to 134 hours in FY08
  • Pre post testing rates increased from 71% in FY06 to 73% in FY08
  • Learner gains increased from 38% in FY07 to 41% in FY08
  • Percent of Column A/B goals met increased from 41% in FY07 to 47% in FY08
  • Sixty-two Community Adult Learning Centers earned a higher percentage of performance points in FY08 than they earned FY07. In particular, a number of previously underperforming programs have shown significant improvement.

Overall, In FY08, 71 programs earned more than half of the performance points available.

As always, thank you for your dedication to providing quality ABE services. I look forward to continue working with you to improve the services we provide to the adult students in the Commonwealth.
