Supplementary Support/Title III Grants for Summer Programs/Fund Code 184

The Office of English Language Acquisition and Academic Achievement of the Massachusetts Department of Elementary and Secondary Education (ESE) makes available an application for supplementary Title III grants for the following specific purpose:
To create supplemental summer programs and activities in Level 4 schools in order to:
  • increase the English proficiency of limited English proficient children by providing high-quality language instruction educational programs that are grounded in scientifically-based research demonstrating the effectiveness of the programs increasing English proficiency and student academic achievement in the core academic subjects; and/or
  • provide high-quality professional development to classroom teachers (including teachers in classroom settings that are not the settings of language instruction educational programs), principals, administrators, and other school or community-based organizational personnel, in district Level 4 schools; and/or
  • provide family literacy services, and parent outreach and training activities to limited English proficient children and their families to improve the English language skills of limited English proficient children and to assist parents in helping their children to improve their academic achievement and becoming active participants in the education of their children. (See Title III, Sections 3115(c)(1) and (2), and Section 3116(d)(6)).
Fund use must include a focus on increasing achievement in the area of Grade 3 literacy. Districts are eligible to apply for the following amounts for the above purposes:
Holyoke Public Schools$15,000
Lynn Public Schools$6,500
Funds must be spent between July 1, 2011 and September 30, 2011. The Department will provide the district with necessary Fund Code 184 grant materials via email. Districts must submit a proposed budget workbook as well as a short narrative describing the intended use of the funds no later than June 17, 2011, via the district's Title III dropbox in the security portal. The budget workbook should be labeled FY12_Budget_184_[LEA Code].xls, and the narrative should be labeled FY12_Narrative 184_[LEA Code]. Both documents must be uploaded to the district's Title III folder in the security portal. Program proposals must follow all Title III requirements, and hard copies of these proposals, including the budget workbook (signed by appropriate district staff, such as the superintendent) and program narrative, must be received by Beth O'Connell, Title III Specialist, in the Office of English Language Acquisition and Academic Achievement at ESE by 5:00 p.m. on Friday, June 17, 2011.
