Policy on Charging Indirect Costs

To:Vendors doing Business with the Center for Accountability and Targeted Assistance
From:Lynda Foisy, Senior Associate Commissioner
Date:September 8, 2011

From time to time, the Center for Accountability and Targeted Assistance within the Department of Elementary and Secondary Education enters into contracts with vendors to provide services in support of the Center's district and school improvement efforts. Please be advised that the policy of the Center is not to accept inclusive rates that include indirect or overhead costs greater than ten percent. Proposed service rates should include all travel costs (whether in-or out-of-state), inclusive of all overhead expenses and/or indirect costs (e.g., rent, utilities, telephone and cell phone charges, fringe benefits, etc.). Questions regarding this policy may be directed to Mauricio 'Mo' Vasquez, Fiscal Officer, at mvasquez@doe.mass.edu.
