The Elementary and Secondary Education Act (ESEA) allows Local Educational Agencies (LEAs) that do not fully expend all of their Title III entitlement funds within the fiscal year in which they are awarded to carryover the unexpended funding into the following fiscal year. While ESEA provides this option to districts, LEAs are strongly encouraged to use all Title III funding toward the program priorities for which grants were approved, within the grant period for which they were first awarded. (The grant period as stated in the initial RFP is 9/01/2011 to 8/31/2012.)

The procedure for LEAs that anticipate having FY2012 Title III entitlement funds that are unexpended and unobligated as of August 31, 2012 is as follows:

  1. By October 30, 2012 (sixty days from the end of the grant period), complete the on-line Final Financial Report Form (FR-1) via the Grants Management Payment Center website. (The on-line FR-1 must be submitted by your district's designated "Control User")
  2. Mail the signed copy of the FR-1 and a check made payable to The Commonwealth of Massachusetts, for any unexpended FY2012 funds to:

    Grants Management
Department of Elementary and Secondary Education (ESE)
    75 Pleasant Street
    Malden, MA 02148

All pages of the application must be completed by appropriate district staff.

To be completed NO LATER than Thursday, December 1, 2012:

  1. Upload the entire completed Carryover Grant Application to the Title III Grants and Amendments Drop Box in the Security Portal: https://www4.doemass.org.
  2. Print and mail two (2) copies of the completed application, including the Cover Sheet with an original signature of the Superintendent/Executive Director on both copies to:

    Beth O'Connell, Title III Specialist
Office of English Language Acquisition and Academic Achievement
Massachusetts Department of Elementary and Secondary Education
    75 Pleasant Street
    Malden, MA 02148

  3. If an LEA does not apply by December 1, 2012 for a Carryover Grant, the funds returned by the LEA to ESE are no longer considered as allocated to the particular LEA that returned the funds. Pursuant to Section 3114(c) of the ESEA, when Title III funds allocated to a grantee (LEA) under that section are not, or will not be, used by the grantee for the purpose for which the allocation was made, ESE will reallocate the funds to other eligible entities in the state that ESE determines will use the money for Title III purposes.

Please note that:

  • The FY 2012 funds that are extended into FY 2013 will be treated as a separate FY 2012 Title III Carryover Grant; funds under these Carryover Grants must be expended by August 31, 2013.
  • Carryover Grants are all subject to all requirements of Title III.

Questions regarding the extension of Title III funds may be directed to Beth O'Connell, Title III Specialist, 781-338-3571 or eo'connell@doe.mass.edu.
