"Yesterday's tragic loss of life and injuries at Columbine High School in Littleton, CO has left us shocked and dismayed that such terrible events could occur in our public schools.
In response to this needless tragedy, I want to call your attention to an important publication released in August of 1998 by the U.S. Department of Education and the U.S. Department of Justice. The guide, Early Warning, Timely Response: A Guide to Safe Schools, contains vital information that can help identify early indicators of troubling and potentially dangerous student behavior, and provide necessary support before tragedy strikes.
I urge all parents, teachers, administrators and the entire school community to use this document when reviewing your school safety plans, to develop appropriate prevention, intervention and crisis response plans.
The report is available on the United States Department of Education website at http://www.ed.gov/offices/OSERS/OSEP/Products/earlywrn.html."
