Virtual Schools Application Process
The Board of Elementary and Secondary Education grants certificates allowing virtual schools to operate in Massachusetts. Over the past three years, the Board granted certificates to the Massachusetts Virtual Academy at Greenfield Commonwealth Virtual School and the TEC Connections Academy Commonwealth Virtual School. Since two certificates were previously granted, up to four additional certificates remain through the 2016-2019 school year.
For a virtual school opening in 2016-2017, only Massachusetts school districts and collaborative are eligible to apply. The application is a two-stage process, beginning with a prospectus, due July 1, 2016. In early August, after reviewing the prospectuses, the Commissioner of Elementary and Secondary Education will invite selected applicants to submit final applications, which will be due October 7, 2016. Subsequent to that, the Board of Elementary and Secondary Education will vote whether to grant certificates for a new virtual school to operate.
