Proprietary School Advisory Council Meeting Summary
3/27/09

The council was provided updates on the upcoming national conference of state regulators, the Commonwealth Transfer Advisory Group (CTAG), pending massage therapy school regulations by the Board of Registration for Massage Therapists, and current trends in school issues and with school closures. The Department also presented the group with a new policy student records and electronic documentation, which is posted on the Department's website.

Brian Boyce from Porter and Chester Institute informed the council that Secretary Reville has not yet responded to the invitation sent to him by the schools. The schools discussed next steps, including setting up a meeting with the incoming Associate Commissioner.

Facilitators were identified for each of the working groups, which will meet individually over the next few months. The working groups will consist of advisory council members, other schools, and employers. The purpose of each group is stated below. If members of the public are interested in participating in a particular group, please contact the group's facilitator.

Allied Health and Transferability: To identify and articulate allied health competencies and models of educational and career ladders within allied health professions that will promote pathways by which students may continue their education beyond single certificates of completion. To identify and articulate a model, or models, of portability of programs among proprietary schools and colleges to support students who choose to continue their educations beyond single certificates of completion.

Technology: To work on data collection software to help streamline licensure paperwork and to lessen the amount of data entry for both schools and licensure staff, while working toward an online application system.

Revising the Statutes: To draft a single statute to streamline the language and requirements and to ensure the laws are consistent and balanced to protect both consumers and licensed schools.
Facilitator: Tabled

Proprietary School Conference: To organize and promote a professional development conference for proprietary school owners, directors, and administrators with a focus on a variety of topics to address the challenges facing today's proprietary school sector.

School members reviewed and discussed a draft teacher approval form. Once the Department's legal office has provided guidance on the affidavits section, the new form will be piloted by several of the schools, revised, if necessary, and posted on the Department's website.

The next meeting is scheduled for Thursday, May 14, 2009 from 10 a.m. - 1 p.m. at the Department.
