FY16 ELT Budget Reductions

On Friday, July 17th, the FY16 budget was signed and finalized, with $14,223,492 appropriated to ELT in line item 7061-9412. Though many other initiatives received significant or complete cuts, ELT will be funded at a slight decrease from the FY15 level of $14,674,839. With the FY16 budget figures, the state's investment in ELT has now exceeded $133,600,000.

The decreased funding level requires a reduction in expected funding amounts across all schools for which previous allocations were based on a $1,300 per pupil rate. These schools will receive funding based on a rate of approximately $1240 per pupil, which represents a reduction of approximately 4.64% based on newly released SIMS enrollment data. Due to their already significantly reduced per pupil funding level, schools for whom previous allocations were based on a $800 per pupil rate will remain funded at the $800 per pupil rate. We realize that the situation poses some fiscal challenges, and will require difficult decision-making, and we will support you in any way that we are able throughout this adjustment process.

Please be sure to contact Moira Connolly as soon as possible, but no later than 5:00 p.m. on Tuesday, July 28, 2015 if you anticipate any significant changes in your anticipated enrollment levels, so that we can make any final adjustments as necessary. Please note that the Department may reduce grant awards if October 1, 2015 SIMS enrollment figure are more than 5% below the enrollment numbers on which a school's grant allocation is based. Moira Connolly will be sending to each district and school their FY16 budgets in the coming days. These will reflect the reduced amounts and Moira will provide guidance in completing the workbooks.
