Agency Performance Targets

We measure our success based upon our ability to improve outcomes across public education. The targets presented below are grouped by the audience for which we expect to see this success. The strategic planning and performance management unit regularly monitors our progress towards meeting these targets and helps identify bright spots and initiate course corrections when necessary.

K-12 Students
Increase in:
  • 4- and 5-year graduation rates
  • MassCore completion rate (completion of a rigorous course of study)
  • Early grades literacy performance
  • Middle grades mathematics performance
  • English Learner performance and growth
  • Student growth across all student groups
  • Career development participation
Decrease in:
  • Dropout rates
  • Proficiency gaps
Educators and Leaders
Increase in:
  • Increase the effectiveness of first year teachers to have an impact on students day 1; teacher impact in years 2-3 is accelerated and effective.
  • Increase quality of instruction such that it is aligned to the high expectations of the MA Curriculum Frameworks.
  • Increase student access to the supports needed to attain the standards in the Massachusetts Curriculum Frameworks.
Postsecondary Students
Increase in:
  • Adult learning measurable skill gains
  • Career development participation
Decrease in:
  • Developmental/non-credit-bearing course enrollment

Performance Targets across the Education Secretariat (Early Education, K-12 Education, and Higher Education)

In accordance with Chapter 6A of the General Laws, and at the direction of our Governor, the agencies of Executive Office of Education have identified several important outcome metrics and targets, which we will use to monitor and improve the state's services.
