Summary: The Massachusetts Department of Elementary and Secondary Education released Cycle III (2003 and 2004) accountability findings for the Commonwealth's schools and districts in August 2004.

This year was the first that districts could be identified for improvement under the No Child Left Behind Act (NCLB); it was also the first year that schools and districts could be identified for improvement based on student subgroups.

Cycle III ratings were based on MCAS English language arts/reading (ELA) and mathematics test results for 2003 and 2004. Student performance data for the two years under review were combined, with separate ratings given for ELA and mathematics. The performance baselines used to calculate ratings and AYP determinations for Cycle III were derived from student performance and participation data for the 2000-2001 and 2001-2002 school years. A school or district's Cycle III baseline Composite Performance Index (CPI) for ELA or mathematics differs from its Cycle II proficiency index because in 2003 the rules governing the use of data for Cycle III changed.

This Excel file contains detailed accountability data for all schools and districts. The data is located in two separate spreadsheets, one for Districts and one for Schools. These sheets contain 2004 English language arts (ELA) and mathematics Performance and Improvement ratings and Accountability Status designations, as well as 2004 aggregate/subgroup AYP determinations, baseline and end-of-cycle CPIs for Cycle III, improvement targets and target ranges for Cycle III, aggregate participation, attendance and Competency Determination rates, 2003 Accountability Status designations, and CPIs and the number of students included in CPI calculations from 2001-2004.
