2007-2008 State Panel Review Process
On October 24, 2006 the Board of Elementary and Secondary Education amended the regulations governing Underperforming Schools and School Districts (603 CMR 2.00). The amendments simplified and shortened the process for identifying and providing state assistance to underperforming schools. For example the Panel Review component of the review process was removed. The amendments also clarified expectations regarding the kinds of improvement actions that schools and districts must take and established different levels and types of intervention appropriate to each situation. The amendments designated underperforming schools as Commonwealth Priority Schools, as well as any school identified for Corrective Action or Restructuring in English language arts and/or mathematics for students in the aggregate as a result of failing, for four or more years, to make AYP in the same subject(s) under NCLB.
