The Hampshire Educational Collaborative will offer a tutoring program to students in grades K-8. Instruction in small groups of 1-3 students, given by trained teachers to raise achievement in Math, Reading, and Writing. The curriculum used will help students master the concepts in the MA Curriculum Frameworks and pass the MCAS. Students will be taught through direct instruction by teachers and by teacher-guided use of self-paced computer learning materials that have demonstrated effectiveness. Parents and school staff will be frequently involved in the student’s program and progress.

The Hampshire Educational Collaborative (HEC) is a non profit public educational agency that has been helping students learn for 28 years. HEC provides special education, occupational and career education, adult education, alternative education at the elementary, middle and high school levels, 21st Century After School programs, early childhood and training programs for teachers.

The main curriculum tool is Compass Learning software, a research proven, effective tool to improve student understanding of concepts evaluated by the Massachusetts M.C.A.S. test. Compass Learning is aligned with the Massachusetts curriculum standards and has been successfully used in previous years to boost student learning.

In addition to Compass Learning, the Reading Recovery program will be used with first graders who need intensive help in reading skills. This program is research based, meets no child left behind criteria and has effectiveness research included in the National Data Evaluation Center and the Federal What Works Clearinghouse. This program will be provided in locales where trained teachers are available.

Similarly, Compass Learning will be used as the main curriculum for students but as an option the Instrumental Enrichment Program will be used. This program is comprised of a series of largely paper and pencil exercises which are deliberately desined to be "content-free" in that they are designed to be associated with a wide variety of subject matter including but not limited to reading, writing, and mathematics. The strategies taught through the program include: gathering complete information, making a plan, labeling, using multiple sources of information, being precise, problem-definition, staying relevant, comparing, categorizing, thinking hypothetically, using logical evidence, overcoming trial and error behavior, and overcoming blocking behavior. Parents may elect to augment their child's tutoring with this program which can be provided in locales where trained staff are available. Instrumental Enrichment is aligned with the Massachusetts curriculum standards and has been demonstrated by research as an effective intervention.

Students in HEC programs have been very successful in passing the MCAS test. Students in alternative classes for seriously challenged learners passed at a rate of 71% in English Language Arts, and 46% in Math at the 10th grade level. In the program upon which this project is based, which uses Plato software and teacher instruction, all students taking the tests passed.
