Become a Provider
An SES provider may be any public or private (non-profit or for-profit) organization or entity that meets the State's criteria for approval, such as: public schools (including charter schools), private schools, districts, educational service agencies, institutions of higher education, faith-based and community-based organizations, and private businesses.
Prospective providers can apply to become an approved provider in reading, writing, mathematics, and science and technology. Applicants must complete a separate request for response (RFR) for reading, writing or mathematics and a separate RFR for science and technology. Both sets of materials are available for download from the Commonwealth of Massachusetts Operational Services Division's CommPASS website as follows:
- Print this page for reference.
- Browse to http://www.comm-pass.com/.
- Near the bottom of the page, select Search for Solicitations.
- To access RFR materials related to reading, writing or mathematics, search for Document Number 03OSERE1A
- To access RFR materials related to science and technology, search for Document Number 10SIGJD1
- Click the glasses icon under View
- Select Specifications to access amendments and announcements (if any), the RFR, application, and program information.
- Select Forms and Terms to access required State forms. For help in completing these forms, see our guidelines for completing required State forms

- To sort the documents on a page, click the appropriate heading (e.g., Upload Date, Document Description, Solicitation Document Description, etc.)
- To download all of the documents on a page, click the "Select All on this Page" button and then click the "Download Files Selected on this Page" button.
