Massachusetts Tiered System of Support (MTSS)

Multi-Tiered Systems of Support (MTSS) Academies 2018-2019

The Department of Elementary and Secondary Education (DESE) is pleased to offer four intensive professional development Academies designed to aid school and district teams with the implementation of tiered systems of instruction and support. Any school and/or district may apply for these Academies. However, please note that first priority will be given to schools that are designated as underperforming or chronically underperforming and/or schools that were in the lowest 10th percentile in 2016. Additional schools will be accepted for participation based on availability and relative need.

At this time, enrollment is full for the Inclusive Tier 1 Instruction and Tiered Math Academies. However, there are still spaces available for the Literacy and PBIS Academies. Districts are encouraged to submit applications for schools that are ready and committed to participate in a rigorous three-year professional development opportunity. Please complete the application as soon as possible, as space is limited. Schools will be accepted on a rolling basis, with the next deadline being Friday, August 10th. Inclusive Tier 1 Instruction Academy

Join internationally recognized leaders in the field for a multi-year Inclusive Tier 1 Instruction Academy! The Academy has a focus on Universal Design for Learning (UDL) but supports the integration of all three Inclusive Practice frameworks: UDL, SEL & PBIS. There will also be a strong emphasis on meeting the instructional needs of all students, culturally relevant pedagogy, and designing systems to implement long range plans to support inclusive practices (addressing relevant factors such as PD staffing and scheduling).

Research shows that outcomes for students are improved when they are educated in inclusive environments that meet their needs. This Academy will provide customized supports to effectively include students with diverse learning needs in their general education settings.

Tiered Literacy Academy

This multi-year tiered literacy academy will provide high impact professional development, collaborative planning support, and technical assistance for educator teams leading literacy instruction and support in their schools. The Academy will feature internationally recognized leaders in the field of literacy including Cornelius Minor, Lead Staff Developer at the Teachers College Reading and Writing Project and Jacy Ippolito, a renowned expert in literacy coaching, as well as a full time literacy support specialists who will provide on-site technical assistance to teams of educators.

Additionally, administrative support will provided by Dr. Katie Novak and Dr. Kristan Rodriguez, both former English/language arts teachers who are international leaders in the field of inclusive practice, tiered instruction, universally designed leadership support, and school improvement.

Tiered Math Academy

The Department is excited to offer the Tiered Math Academy for school and district teams seeking to participate in a three-year professional development opportunity focused on mathematics academic content delivery through a tiered system of supports. US Math Recovery Council is the professional development provider for this academy. The Tiered Math Academy will train and coach district and school personnel in the creation and implementation of a tiered system of supports that focuses on mathematics and follows a train the trainer model. Schools and/or districts who are interested should submit an interest form, as space is limited.

Positive Behaviors Interventions and Supports (PBIS) Academy

The PBIS Academy supports district and school based teams with the implementation of school-wide PBIS. It also builds capacity of in-district coaches to support the implementation, sustainability and replication of this work. The Academy is composed of full day trainings, networking, and on-site technical assistance and consultation over the three years.

These trainings and activities include: district mapping of current structures in systems to develop multi-year action plans towards adopting and implementing evidence-based, equitable, and culturally relevant practices; a readiness assessment for training at the whole school level; coaches' readiness training; school-wide universal PBIS training for teams; customized, on-site job embedded support; and training in data systems and analysis.

The PBIS Academy focuses on Tier 1 implementation. However, schools that have reached a pre-requisite level of implementation fidelity may qualify to participate in a Tier 2 Academy. For more information about PBIS please go to PBIS.org Home Page .

For the past several years, The Center for Behavioral Education Research, out of the University of Connecticut (UConn), has served as the Department's partner in facilitating the PBIS Academy. That contract expires at the end of June 2018 and the Department is currently procuring a vendor to lead the work. It is entirely possible that UConn will apply for and be accepted to continue in this role. However, if a different organization is selected, the specific details about the Academy structure might be adjusted.
