These materials have been developed by the Massachusetts Department of Elementary and Secondary Education's Special Education Planning & Policy Development Office in order to provide you with helpful tools and resources to assist your schools' educators in implementing selected provisions of IDEA 2004.

Numerous new definitions are examined. Information concerning Part B authorization levels; performance goals and indicators; eligibility requirements; flexibility in spending of federal funds; and LEA requirements are included. Hearing Notice and Opportunity for Resolution Session Flow Chart - This flowchart was developed by the Massachusetts Department of Elementary and Secondary Education's Legal Office to help you keep track of the timelines and the required components for filing Request for Hearing Notices and for offering opportunities for Resolution sessions and for Mediation sessions.
Six Selected Topics for IDEA 2004: The six selected topics included in these materials are Evaluations, the IEP, Discipline, Highly Qualified, Early Intervening and Specific Learning Disability (SLD). You will notice that in each of these six selected topics we have provided you with the new statutory language and a summary thereof, resources to assist understanding the key points, and tools for implementing IDEA 2004 changes.
