Current Special Education Data Collection Tool Inventory

District and School Staffing Report (DSSR)

The DSSR is a web-based report that captures data on all personnel employed at the school or district level on October 1 or each year. The DSSR provides data on the number of qualified administrators, teachers, related service providers, paraprofessionals, and other providers needed to meet the identified educational needs of all students with disabilities. (See Attachment C for additional information on the DSSR)

The DSSR collects the following educator data relevant to special education:

  • Number of People Employed (Headcount and FTE)
  • Licensure Counts (Headcount and FTE)
  • Highly Qualified Teachers (FTE)
  • Teachers Participating in High Quality Professional Development
  • Special Education Staff, including:
    • Early Childhood (PreK-2)
    • Moderate Disabilities Sole Content Instructor in Core Academic Areas
    • Severe Disabilities Sole Content Instructor in Core Academic Areas
    • Moderate Disabilities Supportive Content Instructors
    • Severe Disabilities Supportive Content Instructors
    • Vision Impairments
    • Deaf/Hard-of-Hearing
  • Instructional Paraprofessionals
  • Support Staff
  • Special Education Related Staff, including:
    • Occupational Therapists
    • Physical Therapists
    • Rehabilitation Counselors
    • Peripatologists
    • Physicians
    • Psychiatrists
    • Educational Interpreters

Educator Licensing and Recruitment System (ELAR)

ELAR is an on-line system that allows current and prospective Massachusetts educators to apply for licensure or to renew their Professional level license(s), track their licensure progress, view or edit their licensure file, post their resumes, and locate job openings. ESE is able to collect information on the licensure status and the numbers of licenses and waivers awarded to educators in Massachusetts.

ELAR collects the following educator data relevant to special education:

  • Certification and Licensing, including:
    • Number of people completing certification requirements
    • Number of people having met re-licensure requirements
    • Employment in relation to license
    • Waivers
  • Counts of Education Preparation program enrollment and completion
  • Educator licensure exam results
  • Web-based portal for listing/finding open positions in schools and districts

State Annual Report on Educator Preparation

Massachusetts' colleges, universities, school districts, and other organizations that sponsor educator preparation programs report annually to ESE on the number of candidates enrolled and the number of candidates completing educator preparation programs.

The State Annual Report on Educator Preparation collects the following educator data relevant to special education:

  • Counts of Education Preparation program participation and completion

(Note: Additional data on public educator preparation programs in also available to ESE through the Massachusetts Board of Higher Education's HEIRS data collection system)
