State Performance Plan Interest Groups
Opportunity to Join and Participate

The Special Education Planning and Policy Office is seeking members for Massachusetts Special Education State Performance Plan (MA SPP) Indicator Interest Groups. The MA SPP was developed to evaluate the state's efforts to implement the requirements and purposes of the federal special education law (IDEA-2004) and describe how Massachusetts will improve in various areas over time. The MA SPP is a six-year plan that responds directly to 20 indicators identified by the federal Office of Special Education Programs (OSEP). All states in the nation are developing similar plans and responding to these same 20 indicators.

Members of interest groups for indicator areas have in the past provided input to help guide Massachusetts' work in each Indicator area. We are seeking representation from parents, special educators, general educators, administrators, college professors, state agencies and others interested in improving results for students with disabilities in Massachusetts. You are welcome to join more than one indicator interest group. Additional information on each Indicator can be found at Special Education website.

We are convening a MA SPP interest group meeting to be held at the Four Points Sheraton, 99 Erdman Way, Leominster on Wednesday, December 7, 2011 from 9:30 - 3:00. Registration will begin at 8:30.

The morning session will allow for small group discussion on the following topics/indicators

9:30 - 10:00: Overview of SPP Indicators and process

10:00 - 12:00: Small Group Discussions:

  • Graduation/Drop-Out (Indicators #1, #2)
  • Assessment (Indicator #3)
  • Suspension (Indicator #4)
  • Least Restrictive Environment (Indicator #5)
  • Early Childhood (Indicators #6, #7)
  • Parent Involvement (Indicator #8)
  • Secondary Transition (Indicators #13, #14)
  • Hearing Requests/Due Process/Mediation (Indicators #17, 18, 19)

12:00 - 1:00: Lunch and Networking (the hotel will have a concession lunch available)

1:00 - 3:00: The afternoon session will provide a:
  • Summary of the ESEA waiver Request;
  • Overview of the Growth Analysis overview; and
  • Connection to future SPP/APR.
