Preschool Programs
A Title I Preschool Program is one in which the district uses Title I funds to provide high-quality preschool education to children who are below the eligible age to receive free public elementary education. A district may choose to operate its own preschool program for eligible children or serve eligible children in existing programs with additional assistance. Eligible preschool children are those who are most at risk of failing to meet Massachusetts’ academic achievement standards once they reach school age, as determined by developmentally appropriate criteria.

Schoolwide Programs
A Schoolwide program is one in which districts have elected to use Title I funds in combination with other federal, State, and local funds to upgrade a school's entire educational program. The eligibility criteria are based on the percentage of children living in the area from low-income families or the percentage of students enrolled in the school from low-income families. Like all Massachusetts schools, districts operating Schoolwide programs are required to develop a school improvement plan with involvement from the district, parents and other stakeholders. Plans for Schoolwide programs should be developed over the period of a year prior to implementation; moreover, schoolwide plans must include a number of specific elements, such as a comprehensive needs assessment.

Targeted Assistance Programs
A Targeted Assistance program is one in which the district uses Title I funds in a school to provide supplemental educational services to students who are failing or most at risk of failing to meet the State's student academic achievement standards.
