Title I Program Change Procedure: Targeted to Schoolwide
A school that will conduct a targeted assistance program in the coming school year but is planning to conduct a schoolwide program in the following year must meet certain eligibility and planning requirements.
Initiating the Change: The Planning Year
- Verify that the school serves or anticipates serving in the next school year an eligible school attendance area in which not less than 40 percent of children are from low-income families or not less than 40 percent of the children enrolled in the school are from such families.
- When applying for Title I funding for the next school year, designate the school's Title I program as Targeted Assistance Planning or "TAP" on Form 1, Column 3 of the district's Title I budget application (Budget Workbook)
- Consult federal and state guidance on designing schoolwide programs
- Establish a Schoolwide planning team (including district's school business official), conduct a comprehensive needs assessment, and produce a plan that incorporates all ten required components of a Schoolwide program plan.
District Review: Authorizing the Plan
- Finalize the Schoolwide program plan by utilizing a rubric for monitoring and evaluation. A sample rubric can be found in Appendix VIII of the federal guidance on designing schoolwide programs referenced above.
- Sign Title I Schoolwide Program: Justification and Assurances
- Secure formal district adoption of the Schoolwide plan
Formalizing the Program Change: Submission to ESE
- Submit the district's Title I Budget Workbook designating the the school's Title I program as Schoolwide or "SW" on Form 1, Column 3 of the Title I Budget Workbook
- Submit Title I Schoolwide Program: Justification and Assurances with the Title I Budget Workbook
