Title V Overview: No new funds have been available for NCLB Title V, Part A grants since FY08 (school year 2007-2008), as noted in the April 4, 2008 Commissioner's Memo. Prior to FY09, this federal Innovative Programs formula grant supported education reform efforts; innovation based on scientific research; the purchase of instructional, library, and media materials; and the implementation of programs to improve student, teacher, and school performance. Funds were awarded (through FY08) to each public school district based on K-12 enrollment combined with the enrollment of private non-profit schools in the community that participated in Title V the prior year, with an adjustment to provide higher per-pupil allocations to school districts with higher percentages of students from economically disadvantaged families.
