Educator Evaluation Data Advisory Committee Report

Attached is the report of the educator evaluation data advisory committee, which convened three times during the spring to provide recommendations to the Board of Elementary and Secondary Education.

The committee was created by Chapter 131 of the Acts of 2012 to "provide recommendations to the board of elementary and secondary education concerning what information shall be collected for the purpose of assessing the effectiveness of district evaluation systems in assuring effective teaching and administrative leadership in public schools and how such information shall be made available to the public."

The 13 members of the committee represented a wide variety of perspectives and stakeholder groups, including superintendents, school committee members, elementary and secondary principals, unions, human resource directors, educator preparation programs, state legislators, and state agency staff.

The final report of the committee was approved by a 10-0 vote on June 3, 2013. The representative of the Massachusetts Association of School Superintendents (MASS) approved the report with reservations regarding the reporting of educator evaluation by the four standards of effective practice, rather than just the summative rating and the rating of impact on student learning. A letter detailing the concerns of MASS is included in the attachments.
