Instructions for Chapter 74 Postsecondary and Postgraduate Report

Districts with students enrolled in Chapter 74-approved postsecondary programs, or with high school graduates enrolled in Chapter 74-approved secondary programs, report on enrollment with the Chapter 74 Postsecondary and Postgraduate Report. This Report has recently changed. Full information is available on the Postsecondary CTE website.

Which Districts Submit the Chapter 74 Postsecondary and Postgraduate Report?

If a district meets one or both of the following two criteria, information on enrollment must be submitted:

  • The district has postsecondary-level Chapter 74-approved vocational technical education programs, known as postsecondary programs.
  • The district has secondary-level Chapter 74-approved vocational technical education programs with high school graduates ("postgraduate" students) enrolled.

Notes:

  • State aid is calculated based on secondary, postsecondary, and postgraduate students enrolled in Chapter 74 programs on October 1. SIMS does not collect student data beyond high school; thus, the Chapter 74 Postsecondary and Postgraduate Report is necessary.
  • Postsecondary students are students enrolled in postsecondary-level Chapter 74-approved vocational technical education programs.
  • Postgraduate students are adults who are high school graduates enrolled in a secondary-level Chapter 74 approved vocational technical education program.
  • Programs that are approved under Chapter 74 Vocational Education law and regulations are required to employ a teacher appropriately licensed as a vocational teacher. This report captures these data for postsecondary Chapter 74-approved programs.

Completing the Report

Districts can download the Chapter 74 Postsecondary and Postgraduate Report template from the CTE Data/Reporting website. Fill this out for your district.

Submitting and Certifying the Report

The completed reports are submitted using a secure application in the Security Portal designed for this purpose. The application is called CTE Postsecondary Reporting. Access is managed locally. Users can request the CTE Postsecondary Reporting User role from district Directory Administrator. When submitting the report, the file may have errors the first time. The errors will need to be fixed to pass validation and to certify.

Timeline

The report should be submitted no later than October 30.
