FY2023: Title V-B (2): Rural and Low-Income School Program

Purpose:

The Rural and Low-Income School Program, Title V-B(2) of the federal Every Student Succeeds Act of 2015, is designed to meet the needs of rural, low-income school districts that frequently lack the personnel and resources needed to compete for federal competitive grants. These districts often receive formula allocations in amounts too small to be effective in meeting their intended purposes. Supported activities must align with applicable District Standards and Indicators and Conditions for School Effectiveness. Priorities:

The allowable use of Title V-B(2) funds are to carry out activities authorized under:

  1. Title I, Part A (Improving Basic Programs Operated by school districts);
  2. Title II, Part A (Supporting Effective Instruction);
  3. Title III (Language Instruction for English Learners and Immigrant Students);
  4. Title IV, Part A (Student Support and Academic Enrichment Grants); and,
  5. parental involvement activities.
Eligibility:

Provincetown Public Schools is the only eligible district in the Commonwealth at this time.

A school district is eligible to receive funds under this program if:

  1. 20 percent or more of the students ages 5 through 17 served by the district are from families with incomes below the federal census poverty line;
  2. All of the schools served by the LEA are designated with a school locale code of 32, 33, 41, 42, or 43. (locale codes are listed at National Center for Education Statistics (NCES)).

The amount of funds for which the school district may apply will be sent in a separate mailing.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available, it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Grant recipient must spend funds in accordance with the district's improvement plan.

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

All items listed under the required forms section of this RFP should be uploaded / attached in the Attachments List formlet of the Application Submission in EdGrants. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature and date. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
