Dear Program Directors,
The attached Table 1 reflects final allocation of the increases to programs. The increases were informed by the results from the FY19-22 competitive process. DESE applied the following methodology when allocating the additional funds:
As a result, not all programs are receiving an increase. There are also no increases allocated for programs in correctional institutions, distance learning hubs, workplace education programs, transition to community college programs, and integrated education and training models. However, due to our commitment to offering integrated education and training models throughout the state, DESE set aside funds for additional integrated education and training programs in the following local workforce areas: Berkshire, Cape Cod, Metro South/West, North Shore, Boston, Hampden, Bristol, and South Shore. The IET/IELCE RFP will be released in September.
All increases are dependent on programs being able to offer additional seats as noted in Table 1. The priority was given to funding additional ESOL seats as noted in the legislation. All increases are with state funds so programs that only have federal grants will need to submit a new grant in EdGrants; others will be processing an amendment to their state grant. Please submit your paperwork in EdGrants by September 17th. Please direct questions to your assigned program specialist. You can locate the list of program specialist assignments at FY19 Program Specialist Assigned Program List — Revised 8/31/18.
Thank you,Jolanta Conway
