At its December 19, 2017 meeting, the Board of Elementary and Secondary Education (Board) voted to amend the certificates of the Greater Commonwealth Virtual School and TEC Connections Academy Commonwealth Virtual School to specify a tuition rate1 of $8,265 per pupil, effective for fiscal year 2019, with $75 per pupil retained by the Department of Elementary and Secondary Education (DESE) for program administration. Additionally, the Board voted to delegate to the Commissioner of Elementary and Secondary Education (Commissioner) authority to adjust this rate annually for inflation for the remainder of the schools' current certificates and amend their certificates accordingly. The Board approved Commonwealth of Massachusetts Virtual Schools (CMVS) tuition rate does not change over the course of the year.
This memorandum informs the CMVS and sending districts about the Commissioner's determination of the fiscal year 2025 base tuition rate. In fiscal year 2025, each CMVS will receive $9,727 per pupil. This amount was calculated by multiplying the fiscal year 2024 base tuition rate of $9,597 by the Chapter 70 inflation rate of 1.0135.2 Sending districts will be charged the base tuition rate of $9,727 plus the $75 per pupil administrative fee for a total of $9,802 per pupil.
