Massachusetts 21st Century Community Learning Centers - Enhanced Programs for Students on an IEP

Purpose:The purpose of this continuation grant program is to enhance the capacity of FC 645: 21st Century Community Learning Center programs (CCLC), awarded a competitive grant funding through Fund Code (FC) 245 in FY2016 or FY2017 to more effectively include students on Individualized Education Plans (IEP) into existing programs. This grant program uses federal special education funding to enhance existing programs funded through federal 21st Century Community Learning Centers grants (ESSA Title IVB).

Key Grant Requirements:
  • Include students on IEPs into an array of activities designed to complement their school-day programs, advance student achievement, and provide opportunities for socializing and participating with peers without disabilities.

  • Districts/Schools/Sites must designate a special education liaison to the 21st CCLC program/site to ensure that students on an IEP have full access to the program.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available, it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use: Funds must be used to support the enhancement of existing 21st CCLC's capacity to fully and appropriately include students on an IEP. Services must be offered during non-school hours or periods when school is not in session.

Allowable expenses include but may not be limited to:
  • Stipends for special education certified instructional staff;

  • Stipends for health care, special education instructional assistants, and/or other qualified support staff;

  • Stipends for additional planning time as it relates to inclusion efforts;

  • Professional development, technical assistance and/or consultation services (e.g., proper use of adaptive equipment, language of instruction for students with disabilities, creating an inclusive environment, etc.); and

  • Program or adaptive materials. These materials must be specific to the efforts to fully include students on IEPs.

No more than 10% of the budget may be used for program materials. Exceptions to the 10% limit for materials and supplies may be made in instances where specific equipment such as alternative or augmentative communication devices/aids or assistive technology is needed to meet the needs of program participants. In such instances, a justification for the expense must be included.

Indirect costs are not allowed under this grant.

Proposals will be reviewed as they are received. Proposals will be awarded funding if all requirements are met. Note: If an application is not approvable, the applicant will be contacted with direction about additional information needed.

Additional Information:
  1. Addendum A- Eligible Districts/Programs and Sites.

  2. Districts/Schools must designate a special education liaison to the 21st CCLC program/site to ensure that students on an IEP have full access to the program.

  3. Recipients will be required to utilize the Survey of Academic and Youth Outcomes (SAYO) for all students served by these funds. Any accommodations or modifications to the SAYO administration for students on an IEP should be described in the written evaluation.

  4. Recipients will be required to complete and submit student data forms for all programs and services funded by this grant.

Once the continuation grant has been approved grantees must submit all required grant materials through EdGrants.

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

All required forms should be uploaded / attached in the Attachments List format of the Application Submission. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
