1. Board to Meet:


The Board of Elementary and Secondary Education will meet at 9:00 a.m. on Tuesday, December 15 in Malden. The meeting will be streamed online at https://livestream.com/accounts/22459134. Board members will vote on whether to adopt emergency regulations on student learning time  (download) and whether to send a draft update of the World Languages Curriculum Framework (download) out for public comment. In addition, the Board will hear updates on COVID-19 action steps to support schools, students, and families (download), career and vocational technical education (download), and education budget matters. Governor Baker signed the FY21 budget on Friday, December 11.

2. Picture of the Week:

Worcester Public Schools is one of six districts that are serving as pick-up sites for other districts as DESE and the Massachusetts Emergency Management Agency distribute more than 1.5 million masks from the federal government to local schools. 3. Massachusetts Work Immersion Network RFP Posted:


The Department is now accepting applications for participation in the Massachusetts Work Immersion Network (MassWIN) pilot, which will launch in mid-January and run through the end of May. The competitive RFP has been posted at https://www.doe.mass.edu/grants/2021/425/. Eligible applicants are schools and districts with designated, established Innovation Pathways in healthcare and social assistance or approved Chapter 74 programs in either programming and Web development or information support services and networking.

A school or district can apply for a maximum of $15,000 to stipend up to three educators (two classroom teachers and one internship/co-op coordinator). A total of 18 educators from six different schools and districts will be selected.
 
Grant applications must be submitted via email to jennifer.a.gwatkin@mass.gov and received by 5:00 p.m. on Friday, December 18.

4. Update to CVTE Cooperative Placements and Internships:


As of January 2021, cooperative education placements and internships will be open to both seniors and juniors. Previously this fall, only seniors were permitted to participate. Cooperative education placements must follow guidelines outlined in the Manual for Chapter 74 Vocational Technical Cooperative Education (download). All placements must still follow the Career/Vocational Technical Education Reopening Guidelines (download) and other DESE reopening guidance. 5. Early Literacy Opportunity:


The Department is excited to host a special webinar series featuring nationally-recognized voices on early literacy, including Emily Hanford, award-winning senior education correspondent for American Public Media. Dates and focus topics are:
  • Thursday, January 7 - Early Literacy Screening with Dr. Nadine Gaab
  • Wednesday, January 13 - Equity in Early Literacy with Emily Hanford
  • Wednesday, January 27 - Early Literacy for Bilingual Students with Dr. Mariela Páez
  • Tuesday, February 9 - Language Development with Dr. Sonia Cabell
The series is chance to learn more about the research and evidence-based practices featured in the Mass Literacy Guide. Register here to attend one or more sessions.

6. DESE Resource Corner:


Leveraging Student Teachers to Support Flexible Staffing Models: The Center for Instructional Support has released important guidance on Leveraging Student Teachers to Support Flexible Staffing Models. This resource is designed to help districts work with local union partners and educator preparation programs to explore flexible staffing models that can benefit students, student teachers, and educators, including:
  • Flexible staffing models for hybrid and remote learning,
  • Differentiated roles for student teachers,
  • Sample schedules, and
  • Regulatory flexibilities for creative staffing.
The Department is encouraging schools and districts to see teacher preparation candidates as essential to instructional models this year. Not only will this be critical to preventing teacher shortages in the future, but teacher candidates can also be a key component of supporting teachers and students this year, whether in-person, remote, or in combination. District and school administrators with questions related to flexible staffing models and related flexibilities can email educatordevelopment@mass.gov.

7. MassHealth School-Based Medicaid Program:


The MassHealth School-Based Medicaid Program has a one-page list of the top five things for schools to know for the 2020-2021 school year. The list addresses concerns brought forward during two trainings last winter and can serve as a quick reference.

8. Skills Capital Grants:


The Baker-Polito Administration recently announced $11.7 million in Skills Capital Grants awarded to 47 educational institutions across the Commonwealth to update equipment and expand student enrollment in programs that provide career education. Several recipients will be able to expand their after-school and evening vocational programs for young people and adults. Congratulations to all of the grant recipients!

  • National Christmas Tree Display: Students from 56 schools across the country, including students from All Saints Academy in Webster, designed ornaments for the 2020 National Christmas Tree display.
