Advance Payments for Family Day Care Homes Sponsoring Organizations

To support Family Day Care Sponsoring Organizations (FDC SO) in their administration and oversight of family day care homes, all Family Day Care Sponsoring Organizations (FDC SO) in good operational standing will receive their administrative payments in advance of the operating month instead of the closeout.

Calculation

Administrative advance payments are calculated using the October claim of the previous fiscal year as a reference and are dispersed on or after the 10^th of each month. Advance payments are then reconciled with the submitted monthly administrative claim. If the monthly administrative claim is over the advance allotment, then the Family Day Care Sponsoring Organization FDC SO will receive the difference as reimbursement. If the advance amount is greater than the monthly administrative claim, then the Family Day Care Sponsoring Organization FDC SO will not receive a sponsor administrative reimbursement amount that month.

Periodically, FNP will be reviewing advance amounts against administrative claims and will make adjustments to reflect the provider caseload of Family Day Care Sponsoring Organizations FDC SOs to ensure accurate advance amounts.

September Advance Payment

To allow for a timely closeout of the federal fiscal year and to limit the possible impact on the Family Day Care Sponsoring Organization FDC SO, the September administrative advance payment will only be portion of the standard advance amount. Family Day Care Sponsoring Organizations FDC SOs with fewer than 150 homes under their sponsorship will receive 50% of their standard advance. Family Day Care Sponsoring Organizations FDC SOs with 150 homes or more will receive 75% of their standard advance payment. The remaining of the owed administrative funds will be paid with the administrative claim, less any previous months' overpayment during the fiscal year.

Advance payments are paid outside of Family Day Care Sponsoring Organizations FDC SOs claim reimbursement and are available on the "payment details" tab with the description "(Month) advance." Family Day Care Sponsoring Organizations FDC SOs can view the sponsor admin claim reimbursement on the "reimbursement" tab.
