Office of Planning and Research

Research and Evaluation

Research and evaluation is an area of expertise located within OPR. The mission of this group is to improve the use of data and research findings to influence program and policy decision-making within the agency and the field, including ESE's goal of preparing all students for success after high school and the agency's five strategies. Our Strategies

  • To conduct data analysis and design tools, processes, and evaluations to serve ESE program offices and other key constituencies
    • Develop strong customer service relationships to effectively and proactively meet needs of ESE program offices and key constituencies
    • Build capacity within program offices to use developed data tools, processes, and evaluations

  • To manage external evaluations and disseminate evaluation findings of ESE programs and initiatives, with a focus on:
    • Ensuring the quality of external evaluations by vetting and procuring experienced vendors
    • Verifying the rigor of the research design, plans, and protocols
    • Supervising the customer service to schools, districts, and the Department
    • Producing actionable data and findings, including examples of good practice
    • Gathering and disseminating data about program improvements and methods to support program sustainability during implementation
    • Creating reports, feedback, and dissemination strategies that are helpful to ESE staff, schools, districts, and other organizations implementing programming in the field
