The Board of Education Advisory Councils

English Learner/Bilingual Education Advisory Council

Under Massachusetts General Laws (c. 15, §1G), the Department is required to establish and maintain a bilingual education Advisory Council. The role of the English Learner/Bilingual Education Advisory Council is to advise the Board and Department on topics pertaining to the education of English Learners (ELs) in Massachusetts public schools. Specifically, the Council will:

  • annually review the results of the Department's monitoring of English learner programs in school districts;
  • assess statewide trends and needs;
  • seek public and professional input;
  • analyze information regarding the education of ELs;
  • advise and make recommendations regarding legislation, regulations, and program guidelines; and
  • provide other programmatic recommendations as it deems necessary to fulfill the goals established by the Board of Elementary and Secondary Education.

Recruitment

The Department is currently recruiting candidates for the English Learner/Bilingual Education Advisory Council. Membership can include local education officials, teachers, parents, students, and representatives from higher education. Individuals with the following areas of expertise are encouraged to apply for membership:

  • Superintendent/Assistant Superintendent
  • Early Childhood
  • Student/parent from district with low incidence, medium incidence, and urban districts providing English learner programs
  • General Education/content area teacher
  • Higher Education
  • Dually-identified English/bilingual learners with disabilities
  • Dual language/two-way bilingual education
  • Charter schools
  • Independent schools
  • Refugee parent/liaison

Up to 20 English Learner/Bilingual Education Advisory Council members will be appointed by the Commissioner for terms of three years, for no more than two consecutive terms. The Department aims to have the Council's membership include a diverse group of individuals reflecting the diversity of students in Massachusetts and representing geographic areas across the state. The Council will meet approximately three to four times a year at locations and times determined by members and announced on the English Learner/Bilingual Education Advisory Council page of the Department's Advisory Council's website.
