2023-2024 Charter School Pre-Enrollment Report

In accordance with M.G.L. c.71 § 89(o), and 603 CMR 1.08(5), the purpose of this memorandum is to notify you of the number of students from your district who are expected to be enrolled in Massachusetts charter schools for the 2023-2024 school year.1

Provided here is a workbook, for the fiscal year 2024 (FY24) Charter School Pre-Enrollment Data , containing three worksheets that provide information about projected charter school enrollment for the upcoming school year, as of March 15, 2023.

The first worksheet, CS Pre-Enroll by School & Grade lists the FY24 charter school pre-enrollment by charter school and grade separated by Commonwealth and Horace Mann. The second worksheet, CS Pre-Enroll by SD, identifies the number of students by sending district and by grade who have pre-enrolled in Commonwealth charter schools. The third worksheet, CS Pre-Enroll by SD & School, identifies the number of students by sending district, charter school, and by grade who have pre-enrolled in Commonwealth charter schools. These reports include expected student enrollment for FY24 based on currently attending students and students who have applied for admission for the 2023-2024 school year.

According to state regulations, no charter school shall receive tuition payments that exceed the total enrollment for that charter school as it was reported to the Department in the school's pre-enrollment report. As a result, while actual charter school enrollment from your district may differ as of October 1, 2023, (SIMS submission) the total enrollment in a charter school from all districts, as listed in the pre-enrollment report, represents the maximum number of students for which the charter school may receive tuition payments in FY24.

1 M.G.L. c.71 § 89(o) Each charter school shall annually, not later than April 1, notify each public school district in writing of the number and grade levels of students who will be attending the charter school from that district the following September as well as the number of new students who will be transferring from that district to the charter school in the following September. Tuition for charter school students shall only be paid for the number of students for whom notification has been reported by April 1. Tuition for charter school students shall be paid only for students actually enrolled in the school.

603 CMR 1.08(5) Enrollment Reports: Every charter school shall file a pre-enrollment report annually in accordance with deadlines established by the Department. Every charter school must keep accurate records related to enrollment including, but not limited to, applications for admission, the lottery process, and wait lists. The Department will report to districts the aggregate number of students who are selected for admission for the upcoming school year from their districts and the total enrollment for each charter school. No charter school shall receive tuition payments that exceed the total enrollment for that charter school as it was reported to the Department in the school's pre-enrollment report. In their pre-enrollment reports, charter schools must notify the Department of:

  • (a) the school's total enrollment for the subsequent academic year; and
  • (b) the projected number of students selected for admission, by grade and district of residence, for the subsequent academic year.
