MA Electronic IEP Request for Information (RFI)

The Massachusetts Department of Elementary and Secondary Education (ESE) Special Education Planning and Policy Development Office and the Executive Office of Education (EOE) is announcing a recently posted Request for Information (RFI). The purpose of this RFI is to elicit the advice and best analysis of knowledgeable persons in the vendor community to enable us to craft a potential future solicitation for a modernized electronic system and processes for developing and implementing Individualized Education Plans (IEPs) for students with disabilities in the Commonwealth. This RFI specifically seeks information on products and/or services that will enable the modernization of the IEP system and associated process flows to better support IEP Teams in crafting strong IEPs for students. Additionally, the ESE, as the agency charged with oversight of state and federal special education requirements, plans to 1) have the new process/form available electronically to all districts and 2) have districts submit student and teacher data from the new system through existing data collection processes to eliminate duplicative data entry. ESE and EOE invite all interested vendors to submit questions and a response via:

Your company may provide a product, product plus services, consulting services for another company's product, or you may be a custom software development provider. EOE is looking for one or more vendors to provide an end-to-end business solution.
  • All responses to this RFI are due no later than 5:00 p.m. on July 22, 2016.
  • Please be aware of the following updates:
    1. In order to adequately answer all the questions recently received, the deadline to provide answers has been extended as follows:
      Answers to all inquiries received by the deadline on COB July 1, 2016 will be posted on COMMBUYs by noon on July 7, 2016. The deadline for submitting questions remains unchanged.
    2. Although the eIEP RFI language indicated there would be no Informational Session, due to the nature of the questions being received it has been decided to host one.
      *Please note that due to the tight timeline it will not be possible to post online a transcript of the questions and answers discussed at the Informational Session. The Informational Session is scheduled to take place at the Department of Elementary and Secondary Education offices on July 11, 2016, 10:00 AM-12:00 PM.
