Grants

EdGrants: User Security Controls

Beginning for FY2018 all ESE funded grants (federal, state and trust) will use EdGrants to:

  • Submit grant applications

  • Request funds monthly
  • Submit Final Financial Reports
  • Amend grant application where necessary

Each district has their own preferred method of how they handle applying for grant funds and who is authorized to do what within the district.

Some districts prefer to have the business manager and / or their personnel submit the grant application and financial aspects on behalf of the district as the authorized signatory.

Other districts have their program directors put together the grant application and submit the information on behalf of the district; business office personnel take it from there and submit payment requests and final reports.

Lastly, some districts have the programmatic director put together the grant application for submission but then they meet with the appropriate business personnel to finalize the budget and obtain district sign off.

How the district decides to distribute these roles is at their discretion. It is up to the district to maintain the roles and responsibilities of their staff in terms of who does what because the EdGrants system will not enforce these security roles.

User Group Permissions in EdGrants

Control User: This is a user who can submit any step and perform any action that the Applicant (district) is connected to. This includes application submission, payment requests, and final reports across EVERY grant program housed within EdGrants for that district.

The district would have to ensure that the users associated with one grant program will not be submitting information on behalf of another program - because the system does not distinguish user groups between programs.

Read Only: This is a user who cannot submit any document that the applicant (district) is connected to but they can view any and all information contained within those forms.

Admin: Currently, ESE is keeping the Admin user rights to a generic Admin user that we will use to help troubleshoot EdGrants system issues as we go live with districts.

If the district has determined that they would like staff in their district outside of the business office to have access to EdGrants, please have a district control user or business manager email us at EdGrants@doe.mass.edu with the name, email address and user group they would like district staff to be added to.
