FY19-22 Award Announcement

FY2019-2022 Adult Education & Family Literacy Services Grants to Community Adult Learning Centers (CALCs) & Adult Education in Correctional Institutions (AECIs); FY2019-2022 Primary Instruction by Volunteers; FY2019-2020 Distance Learning Hubs; and FY2019-2022 Professional Development System for Adult Education Announcement.

The Massachusetts Department of Elementary and Secondary Education (DESE) has completed its review of applications under the FY2019-2022 Open and Competitive Requests for Proposals (RFP) for Adult Education and Family Literacy Services grants, supported by federal funds available through the Workforce Innovation and Opportunity Act (WIOA) and annual appropriations from the state legislature. These funds support the provision of adult education services in proportion to need in each of the 16 local workforce development areas for Community Adult Learning Centers (CALCs) and statewide for Adult Education in Correctional Institutions (AECI). The Department also made awards to support the Professional Development System for Adult Education, Primary Instruction by Volunteers, and a Distance Learning Instructional Hub as part of the adult education system. The Department designed these grant competitions to address the overarching goal of preparing adult learners for success in their next steps by establishing a performance-driven adult education system focused on student attainment of measurable skills gain and access to career pathways aligned to regional labor markets. Throughout this process, the Department collaborated with the Executive Office of Education, Executive Office of Labor and Workforce Development, the Department of Higher Education, and other core WIOA partners, in order to ensure maximum coherence across services provided by state and local government. The Department looks forwards to supporting these organizations to effectively serve thousands of adult students across Massachusetts. These organizations are invite to join the Department at the annual Adult Education Directors Meeting on May 23, 2018 (see the attached registration flyer for details/ registration link) to launch this new phase of adult education in Massachusetts. All funded programs and workforce partners are invited to attend and we are looking forward to seeing you all there!

We appreciate the efforts of all of the organizations that provide adult education services in the Commonwealth. The Department continues to monitor the FY19 state budget process. If additional funds become available, DESE will consider issuing a future multi-year RFP opportunity for additional adult education services. We will provide more information as it becomes available. Please note that currently funded programs in good standing not receiving FY19-22 awards are eligible to apply for one-year transitional RFP that will be posted this week on DESE funding opportunities page (CALCs are eligible for up to $120,000 & AECI for up to $60,000).
