The Richard B. Russell National School Lunch Act, as amended by the Healthy Hunger-Free Kids Act of 2010, requires a unified accountability system designed to ensure participating school food authorities (SFAs) comply with National School Lunch Program (NSLP) and School Breakfast Program (SBP) requirements.
In July 2025, the United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) approved a 5-year review cycle for Massachusetts Department of Elementary and Secondary Education (DESE), Office for Food and Nutrition Programs (FNP). The 5-year procurement review cycle will cover July 1, 2025, through June 30, 2030, specifically covering FY26, FY27, FY28, FY29 and FY30.
Join FNP's procurement review team members for an Open House to provide brief training and to answer questions about the review process. Before attending an open house, view the recorded presentations linked below. The open house will not be recorded.

School Nutrition Directors and Business Officials are strongly encouraged to attend the open house and office hours as an opportunity to understand the review process.
The School Nutrition Director and Business Manager listed in the security portal will receive an invitation to open houses based on reviews identified for your district. You can forward this invitation to additional staff within your district as needed. Questions about the live technical assistance can be directed to Denise.Courtney@mass.gov .
