Distribution of 2008-09 NCLB Report Cards

To:Superintendents and Charter School Leaders
From:Mitchell D. Chester, Ed.D., Commissioner of Elementary and Secondary Education
Date:March 18, 2009

stopline

As you know, in accordance with the No Child Left Behind Act (NCLB) all districts must prepare and disseminate annual report cards containing data for the district as a whole and each school within the district. These report cards are important tools for communicating information about teacher quality, student demographics, student academic performance, accountability, and other key indicators to parents/guardians, community members, and other stakeholders.

NCLB Report Cards on School and District Profiles Website

In prior years, report cards were made available to districts for dissemination via the NCLB Report Card Assistant in the Security Portal. Beginning in late March 2009, report cards for the current and prior school years will be posted in the Accountability Tab for each school and district on the Department's public School and District Profiles website.

Report cards will initially be displayed for all districts that have completed the EPIMS submission and certification process. We will load data for additional districts on a periodic basis. After loading these data, we will notify the district superintendent and EPIMS contact person by email that report cards are available for the district.

Report cards previously available through the NCLB Report Card Assistant gave districts the option to add an organization description and/or mission statement. Similarly, the report cards available in Profiles will display the organization description you provide for your school or district using the Directory Administration tool accessible through the Security Portal.

Data Included

2008-09 NCLB report cards will display enrollment and teacher quality data as of October 1, 2008, AYP and MCAS data from 2008, and Massachusetts' National Assessment of Educational Progress (NAEP) data from 2007, the most recent administration of NAEP.

Prior year report cards did not include NAEP data. In accordance with revised Title I regulations issued in October 2008, all states must display statewide academic achievement results in grades four and eight on the NAEP reading and mathematics assessment, as well as the participation rates for students with disabilities and for limited English proficient students on the exam.

Distribution Deadline and Additional Information

Please note that while posting report cards on the School and District Profiles website makes it easier for districts to comply with their responsibility to disseminate report cards, linking to these report cards or posting them to the district's website alone is not sufficient. Districts must also provide this information to parents by other means, such as mailing report cards home to parents or sending copies home with students.

It is each district's responsibility to prepare and disseminate report cards to parents. We ask that districts distribute report cards to parents/guardians by the end of March, or as soon as possible after that date.

More information about NCLB report cards, including Federal non-regulatory guidance and information for communicating with parents, is available from the Department's NCLB website at http://www.doe.mass.edu/nclb/reportcard/.

Questions about report cards may be directed to reportcards@doe.mass.edu or (781) 338-3550.
